 Introduction

With the financial support from the DF-Norway, NCDC has been supporting local government bodies like District Development Committees (DDCs), Municipality and Village Development Committees (VDCs) for formulation of their periodic plan since 18 years. Till present, NCDC has worked in 80 VDCs and 1 Municipality (Ilam) in 20 districts of Nepal.

The implementation of Village Level Environment Plan (VLEP) in 1996 – 1998 started the process of preparing periodic plans in Namsaling, Soyang and Nayabazar VDC. After the enforcement of LSGA in 1999, the periodic planning was one of the components in Nepal District Environment Planning Project (NDEPP) implemented from 1998 – 2000. Then, Collaborative Sustainable Development Planning Project (CSDPP) implemented from 2001 – 2005 also addressed Good Governance, Agriculture, Forest Management and Energy in all 48 VDCs of Ilam District. During the implementation of Collaborative Initiative for Sustainable Environment Management Project (CISEMP) from 2006 to 2011, NCDC started working outside Ilam district for the first time. The successful implementation of this project, with the long term partnership of The Development Fund – Norway, helped NCDC to expand its services in the other regions.

At present, NCDC is implementing SDPP from the financial support of the same donor. The program started in 2012 and is expected to continue till 2016. In this period (5 years), periodic plans of 25 VDCs will be prepared.

The periodic plans at the level of local of the local government has been proved as one of the effective development tools which has sufficiently influenced the central policy as a result of which Nepal government has made the formulation of periodic plan a pre-requisite for local government to get financial support from the central level.  

Objectives

  • Technical facilitation for participatory local level periodic planning along with VDC profile.
  • Capacity building of local partner by transferring technical knowhow of the periodic plan formulation and other governance related issues.
  • Gender and Climate Mainstreaming.
  • Facilitation in resource management for the implementation of the plan.

Beneficiaries

The beneficiaries are mostly indirect because the project offers nothing tangible to the population of coverage area. Few copies of periodic plans are the only output.

However, because the planning is participatory, the trainings, meetings and workshops conducted for the periodic plan formulation ensures the participation of marginalized and disadvantaged population which is expected to sensitize them about different issues of governance, gender equality, health, climate change, etc.
