Considering the high demand from neighboring districts for assistance in Sustainable Development Plan (SDP) formulation in their VDCs, Namsaling Community Development Centre (NCDC), with the financial support from the DF-Norway, implemented CISEMP from 2009 to 2012 in eastern districts of Nepal viz. Ilam, Pachthar, Taplejung, Jhapa, Morang and Dolakha making environmental related activities as cross cutting issues in periodic plans of the VDCs.

Sustainable Development Plans (SDPs)

In the context when all 48 VDCs and the only Municipality of Ilam have their periodic plan formulated, the expansion was necessary. The project was successful in achieving the goal of ‘Environmental Balance for Sustainable Development’ through various activities particularly in good governance, sustainable agriculture practice and sustainable use of forest resource.

Facilitating local partners and CBOs, environment related activities were integrated in the periodic plan of VDCs with active and significant local participation. CISEMP strengthened 71 representatives from twenty-one local NGOs/CBOs by actively involving them in SDP formulation process to pass the technical knowhow related to plan formulation. As a result of which, TUKI, a NGO in Dolakha, was able to replicate the planning practice of NCDC to other VDCs of the same district.

Since, there is no need to formulate new SDP in Ilam, CISEMP provided technical assistance to the VDCs for updating their SDPs (also known as periodic plans). The VDCs within Ilam district have been considering the SDP as guiding reference for formulating their annual development plan. Recent monitoring in 15 VDCs showed that 76.04% of the development works performed in VDCs were entirely based on SDP,and this fact confirmed the start of planning based development activities

Sustainable Agriculture

CISEMP supported 3 VDCs of Ilam namely Soyang, Panchakanya and Kanyam VDCs for the promotion of sustainable agriculture system, 3 farmers’ groups covering 97 farmers were assisted. In addition, it provided technical support to 108 farmers to go organic. It organized sustainable agriculture basic training for 54 farmers of 2 groups, and currently the trained farmers have been practicing the gained skill and knowledge in their field. Similarly, with a view to developing local agriculture technical partners, it organised training for 26 lead farmers representing 12 groups from 11 VDcs within Ilam. The trained lead farmers then provided their services to the farmers for establishing sustainable agriculture system in their respective areas. Moreover, it provided support to establish model demonstration plots in Pahchakanya and Kanyam VDCs for rapid dissemination of the appropriate sustainable agriculture technology to grass root level. Similarly, it has been operating farmers’ field school in the same VDCs to discuss farmers’ immediate agriculture problems thereby providing instant technical solutions for the same. From the combine effort of above mentioned agriculture programs, farmers significantly reduced the use of agro-chemicals like fertilizers and pesticides, farmers attitude toward organic farming became positive, and currently they have been practicing location specific appropriate technology in terms of soil conservation; insect pest and disease management; fertilizing farm land etc after experimentation in farmers’ field school.

Environment and Forestry

CISEMP implemented environment awareness and forest related activities in two community forests viz. Raute Dharapani Community Forest and Choyatar Community Forest respectively in Fuyatappa, and Jamuna VDCs. Awareness activities performed by CISEMP regarding the importance of flora and fauna; sustainable harvesting of forest products helped to improve the condition of community forests in project area. Plantation along with regular forest management related activities helped to increase the flora and fauna within the forest.

Similarly, CISEMP strengthened the capacity of forest users through different trainings regarding forest management, forest nursery establishment, and group management. Other trainings related to the livelihood and income generation like NTFPs cultivation, vegetable farming, and alternative energy promotion activities trainings and awareness were also organized for the users of forests.

Because of the various forest related activities, the level of awareness and capacity of users regarding the forest management increased. They started conserving important flora and fauna, they formulated action plan to perform required activities in appropriate time, and get involved in forest-based income generation activities by farming medicinal plants; and cash crops so as to increase their income level.
