Namsaling Community Development Centre (NCDC), with the financial support from the DF-Norway, has been implementing CISEMP since January 2009 in eastern districts of Nepal viz. Ilam, Pachthar, Taplejung, Jhapa, Morang and central district i.e. Dolakha. It has been exerting efforts to achieve the goal of ‘Environmental balance for sustainable development’ through various activities particularly in good governance, sustainable agriculture practice and sustainable use of forest resource. CISEMP, through facilitating local partners and CBOs, has been implementing project related activities with integration of environment related activities in the communities with active and significant local participation. All 48 VDCs and only municipality of Ilam district completed formulation of their SDP by 2008 with the support from CSDPP, the previous phase of CISEMP. Considering the high demand from neighboring districts for the assistance in SDP formulation in their respective VDCs, CISEMP since the beginning of 2009 has started facilitating VDCs in Taplejung, Panchthar, Jhapa, Morang and Dolkha districts for the same.The formulations of SDP of Prangbung VDC of Panchthar, Budhabare VDC of Jhapa, Khopachangu VDC of Dolakha districts were completed and Itahara VDCs of Morang, Thechambu of Taplejung districts are under the process. At the same time, CISEMP has been strengthening twenty one local NGOs/CBOs with 71 representatives by involving them actively in SDP formulation process in their VDC, now they are assisting other VDCs for formulating SDPs. Since, there is no need to formulate new SDP in Ilam, CISEMP provided technical assistance to the VDCs for updating SDP and within this reporting period it assisted 10 VDCs. The VDCs within Ilam district have been considering the SDP as guiding reference for formulating their annual development plan, recent monitoring of 15 VDCs showed that 76.04% of the development works performed in VDCs were entirely based on SDP,and this fact confirmed the start of planning based development activities considering environmental related activities as cross cutting issues in sectoral plan of the VDCs. CISEMP has been providing support in 3 VDCs of Ilam namely Soyang, Panchakanya and Kanyam VDCs for the promotion of sustainable agriculture system. It has directly assisted 3 farmers’ groups covering 97 farmers. In addition, it provided technical support to 108 farmers to go organic. During this reporting period, it organized sustainable agriculture basic training for 54 farmers of 2 groups, and currently the trained farmers have been practicing the gained skill and knowledge in their field. Similarly, with a view to developing local agriculture technical partners it organised training for 26 lead farmers representing 12 groups from 11 VDcs within Ilam. Currently, the trained lead farmers have been providing their services to the farmers for establishing sustainable agriculture system in their respective areas. CISEMP provided support to establish model demonstration plots in Pahchakanya and Kanyam VDCs for rapid dissemination of the appropriate sustainable agriculture technology to grass root level. Similarly, it has been operating farmers’ field school in the same VDCs to discuss farmers’ immediate agriculture problems thereby providing instant technical solutions for the same. By the combine effort of above mentioned agriculture programs, farmers significantly reduced the use of agro-chemicals like fertilizers and pesticides, farmers attitude toward organic farming became positive, and currently they have been practicing location specific appropriate technology in terms of soil conservation; insect pest and disease management; fertilizing farm land etc after experimentation in farmers’ field school. CISEMP has been implementing environment awareness and forest related activities in two community forests viz. Raute Dharapani Community Forest, and Choyatar Community Forest respectively in Fuyatappa, and Jamuna VDCs. Awareness activities performed by CISEMP regarding the importance of flora and fauna; sustainable harvesting of forest products helped to improve the condition of community forests in project area. Plantation along with regular forest management related activities helped to increase the flora and fauna within the forest. Similarly, CISEMP has strengthened the capacity of forest users through different trainings regarding forest management, forest nursery establishment, and group management. Other trainings related to the livelihood and income generation like NTFPs cultivation, vegetable farming, and alternative energy promotion activities trainings and awareness were also organized for the users of forests. Because of the various forest related activities the level of awareness and capacity of users regarding the forest management has been increased, they have been conserving important flora and fauna, they formulated action plan to perform required activities in appropriate time, and have been involving in forest-based income generation activities by farming medicinal plants; and cash crops so as to increase their income level. To run the projects successfully, we are conducting Project Advisory Committee (PAC), District Advisory Committee (DAC) meetings from which we get advices and suggestions; local and district level NGO's capacity building training, staff and organization strengthening and regular monitoring of project activities. Finally, we are able to conduct all the proposed activities on time because of the cooperation, coordination and support from local authorities, VDC/DDC, line agencies and CBOs.
