Participatory planning plays the vital role for the sustainability of development initiatives. Local Governance Act 2055 B.S. and Rules 2056 B.S. has provision to formulate the periodic plan of each VDC and DDC through participatory approach to strengthen the local government through power decentralization and also to involve all level stakeholders in the development work right from the beginning thereby ensuring their ownership to the development effort. In this context, NCDC, since 1998, has been providing technical and financial support for the participatory VDC planning i.e. sustainable Development Plan (SDP), and also for the effective implementation of the same. Sustainable Development Plan of the VDC is formulated for the period of 5 years through participatory approach involving grass-root people and related stakeholders, and is based on the social, economic and environmental situation of the respective VDC. The activities are prioritized as per the need and available resources. Definitely the SDP has guided VDC for equitable development in sustainable manner even in the absence of elected body during the long conflict period in Nepal. By the end of 2008, the SDPs of all 48 VDCs and the only municipality of Ilam district have been completed, now it has started to support SDP formulation in other district of Nepal, as a result of which Dhunge Sanghu VDC of Taplejung district, Budhabare VDC of Jhapa district, Itahara VDC of Morang district and Prangbung VDC of Panchthar district have formulated SDP.

The process of SDP formulation includes a series of steps right from the VDC selection to the final plan endorsement by VDC council. VDC selection, mass meeting, formation of planning committee, volunteer selection, training to volunteers for socio-economic data collection, and ward wise participatory planning meeting are some of the steps in the field. Similarly, data compilation, map preparation and final draft plan production are performed in NCDC office. The final plan, after production, is distributed to the VDC, local institutions, line agencies, related stake holders, National Planning Commission, different Ministries etc. On the basis of Local Governance Act 2055 B.S. and Rules 2056 B.S., NCDC has developed a planning guideline with a view to guiding the local NGOs/CBOs and VDC for the formulation of SDP, and timely update of the same. NCDC has always emphasised to develop capacity of local NGO/CBOs in planning through extending partnership and mobilizing local NGO/CBOs wherever possible.
